The answer comes from core samples, not visual inspection. We pull two to four cores on a standard Polaris office building during the assessment. The core tells us the existing layer count, the insulation condition, and whether there is trapped moisture. Dry insulation and a structurally sound deck are the conditions that make a recover defensible. Wet insulation — regardless of how the surface looks — means tear-off is the only responsible recommendation. We will not recommend a recover to save a building owner money if the core data does not support it.
